The one site had us take the weight of our trailer (11,176) and find 13% of that. Which was 1,452.
That's another thing. One website said add 1,000lbs to the GVWR of the TT to account for it being loaded. Another one said that the GVWR already has all that included( the weight with it loaded with full tanks). =(
And I looked up the specs for the model(albeit a 2004 not the 2002 that is for sale) in the Ducthmen website archives:

and it is listed as 8,146 dry and 11,176 GVWR for the 38FB.
