The max rating on the hitch is only relevant if it's lower than the max rating on the vehicle. I fail to see why this is a difficult concept to understand.
You can't put a 16,000 lb fifth wheel hitch in a Tacoma and start pulling around a 16,000 lb fifth wheel because that's what the hitch is rated for.
