There is not one magic number to determine what you can tow.
There are several parameters that must be accounted for.
GVW, GCWR, GAWR, and payload are all factors. Pretending axle ratings are the only factor is disingenuous and misleading.
If you read the towing guides closely you will also see frontal area also becomes a factor. Frontal area is not important if your towing a bobcat or a load of dirt. But it becomes a huge factor when you are towing a RV.
A gooseneck, will behave differently vs. a bumper pull. A towed boat will behave far differently than a TT.
All of the parameters I mentioned above are required to effectively analyze/determine the towing characteristics of a given combo.
Trying to lump all the forces involved into one factor/parameter is misguided and impossible.
