What Ford is saying is if they wanted they could sum the axle rating for the trucks GVWR.
Now anyone can guess why they do or don't do so.
What's there to guess? It is reasonable to assume that things like engine, transmission, brakes, or even steering could result in a Gross rating less than the sum of two of the components. It "might" be the the sum of the axles but is often less.
What Ford is saying is that the GVWR is the rating of "all" components taken together. If only rawr matters they could simply build a fleet of F-150's with ten different rear axles to handle any conceivable load.
