This is not true at all. Look at window tint. Some states allow the front-side windows to be tinted, some do not. If you're driving a tinted car registered in a state that allows it, through a state that does not allow it, you are not illegal and they're not going to make you rip the tint off. You have to follow the laws of the state you're vehicle is registered in as far as equipment is concerned. No state is going to give someone a ticket for not having brakes on a trailer if the state the trailer is registered in does not require it.
