We were talking about fining for not meeting DOT requirements???????..why are you still talking about noncompliance?....if I get pulled over and cited for no brakes on my "never had brakes Popup" I will sign the citation leave the state and never pay it...simple...just said I would sign but they are not going to escort me to a garage to spend thousands to install brakes.
