It's not so much the 'weight' as it is the wind resistance that the front of the full sided TT has that will drag you down.
Try going into a head wind with it and that'll just kill your mpg's big time.
Not sure how you get 16.5 mpg towing a full sided TT, but if you are, then find a way to patent it and you'll be rich! But, just because you are in Germany, how does that make your mpg's that high?

21 foot 2012 G21 Palomino Gazelle. Factory tow package by VW on a Touareg TDI Sport with 18"rims. I tow at 57-58 MPH and it seems to be the sweet spot. 38 psi in the front tires, 43psi in the rear on the SUV.
The climb out of St George, UT on the way to Yellowstone at 5000-5500 feet elevation and good Phillips 66 diesel fuel from the area that is higher in aromatic content than high density population city diesel fuel seems to help also.
