Highest rated 18" wheels I've ever found were made by Tom Cepek of GT/Hummer in an 8x6.5 bolt pattern. Not sure if he still makes them or not. These will only fit on older GMC and Dodge trucks (does Dodge still use 8x6.5 today?). He also made 17"x8.5" wheels rated at 4500 lbs too, I have a set of these though am taking them off to go back to 16" wheels. For 17" tires there's the Nitto Dura Grappler 285/75r17 rated at 3970 and the Toyo MT 295/70r17 also rated at 3970, just shy of 4K. The wheels were expensive though, similar to 19.5s
