Not necessarily. He may have enough truck. With a little more experience, he will know how to use the right technique when descending steep grades.
I never followed anyone down a steep grade that I didn't see their brake lights come on. Why, because their speed was accelerating. I don't think they all ran out and purchased "more truck". Knowing the right gear and proper braking technique comes with experience.
Agreed. I didn't read anything in the OP that says "too little truck." Others have mentioned accelerating downhill but the OP never did. I sense inexperience that we've all had.
