Can a vehicle be made more capable? Sure, but you cannot change the manufacturer's rating.

My old truck's tow rating and GCWR was 2000 lbs higher with a 4:10 ratio vs the 3:55 ratio it came with. The limiting factor was the automatic transmission. Manual transmission trucks had and even higher rating with either ratio.
When I changed over to a 4:10, I wasn't changing a manufacturer's rating, I was making my truck comply with the higher manufacturer's rating.
The tow rating and GCWR for different truck configurations are in the owners manual which covers all configurations and is not attached to the truck's VIN.
