When I ran a couple of enclosed trailers with tandem 2750 lb axles as tool trailers. I used 44 psi rated P tires.
Both trailers ran lots on miles per month at any speed all day and night between job sites. No tire issues at ridiculous speeds/dragged over curbs/rocks and concrete chunks/potholes at 75 mph/etc. They took whatever the LT tires did on our trucks.
Our older passenger tires (P) were max rated at 32 psi and could unseat the beads on hard turns and heavy loads.
The tire industry gave us the 35 psi and finally a 44 psi which eliminated bead unseating issues on small multi axle trailers.
Check out the 13" Providers ST tires rated at 81 mph. The 16" and 17.5" sizes are tops with folks with working trailers but I've haven't seen any small sizes talked about.
Also Carlisle HD is another new higher speed rated ST tire.
Highers speed rating is more about the tires ability to cope with heat generated at higher speed/holding the tire together.
