The 9,200 tow capacity is ONLY with the OPTIONAL Heavy Duty Trailer Tow Package.
My daughter's family has a 2012 Expedition EL 4x4 with a 5.4L. They tow a Jayco 28BHBE. Much heavier than what the OP listed and they have had no issues.
