Probably something like that. Here are MANY around, especially in France. These usually contain 2 potable water faucets, a cassette toilet cleaning faucet, cassette toilet dump, which can also be used for US type dump hoses and a few shore power sockets. Dumping is always free, potable water is sometimes paid per 50 or 100 liters (sometimes with a token) and shore power is always paid by the hour or so. You need a long cable because you're probably not parked very close to the sockets.
So all US type dumping goes into the foot of the "pole" where cassettes are dumped and European grey water runs onto the ground into the drain you see in the picture.
