If it worked the way weight & balance does in planes, basic empty weight (BEW) includes un-drainable oil and fuel. Also, if you added a second battery, you would have to re-do the weight and balance. Whenever there's a wreck, if the weight is over max or the CG is outside the approved range, the NTSB tends to just blame that (pilot error) and move on.
