Not a mechanical engineer but my understanding is that it's the sum of the parts using the weakest link as maximum rating.
Axle ratings are max that the axles can handle
Gross vehicle is max that the weakest component of the total is rated for
Front axle has a 5000# rating, Rear axle has a 7000# rating but vehicle has a Gross Rating of only 10,000# because of the rating for brakes, tires, springs, frame etc.
Brakes probably have the lowest rating
