(it's a moot point in NC, not needed here as long as you're towing your own 5er for recreatiional purposes, not commercial) Total GCWR (gross COMBINED weight rating)
Looks like OP is in TX...they may not have the requirements in TX that you have in NY.
In Texas if the combined GVWR is greater than 26K then you have to have a class A non-commercial license. So a trailer with a gross of 16,001 and a truck with a GVWR of 10K would require it. In this case a dually and a 16K trailer is gonna have to get one, but the test is a piece of cake.
I stated, I didn't know the regs. in TX or NY, but the terminology is GCWR, total weight of truck and 5er combined...GVWR is just weight of truck only....Class A license in NC is also a very easy test.
My 5er has a GVW of 16,950# and my truck has a GVWR of 14,000#, though neither loaded to those weights, total is 30,950# and I tow with reg.drivers license.....legally..for recreational purposes only...I HAVE to pay for my trucks rated GVWR to renew registration, but that's it.

And again if the GVWR of the truck and the GVWR of the trailer WHEN combined equal 26001 lbs the Class A license is required.
In Texas we don't care what you got it loaded to, it is only what the truck and trailer are registered for when combined. Un-hitched neither require anything but a class C license.
