I think you're getting some very good input here. I only jumped into TT's this year and one theme kept coming up when reading about manufacturer tow ratings. They usually apply best at max when towing something aerodynamic like a boat.
Once you switch to considering max capacity and TT's, the payload number is more important for determining your limitations. In practical terms, that puts an appropriate TT's max weight some bit below the TV's max rating.
Stay on the safe (low) side of what's being suggested and it will make for a more comfortable introduction to RVs.
Personally I'm still working out some handling issues with my 6,000lb (weighed) TT and my Ford Expedition. No way I'd want to be in a similar situation with a Highlander. My Ford has some automated sway-reducing stuff built-in to the computer, and I'd hate to think what would have happened in the few situations where it kicked in if I had to make the right split-second decisions.
