7K GVWR TAKES INTO ACCOUNT up to to 15% tongue weight.

Even if a trailer has a 2K CCC that means they can REASONABLY BUY A 7K GVWR trailer weighing in at 5K AND NEVER, EVER HAVE TO BREAK OUT A CALCULATOR.
The problem is nobody wants to give up their dreams of their vehicle towing a 7K lb empty trailer with a GVWR of 9K all while holding the tongue weight to 940 lbs. Doing so really puts you in a bad situation down the road when you find yourself with MUCH MORE STUFF inside that trailer..
Water can EASILY eat up 800 lbs of that CCC then add in food, clothing, entertainment, pots, pans, dishes and more.. A dry weight of 7K when loaded up can easily be 8.5K lbs..
You or no one else can really say that they truly take NOTHING (IE no water, not clothes, no food, pots, pans entertainment Ect) camping...
The OP NEEDS to be looking at trailers with 7K GVWR if they want to have any hopes of staying at or below their 940 hitch weight.
Forget about any trailers with GVWRS of 8K+ and they will be within the required weight range.
To darn simple and folks just make it so darned complicated by using supposed dry weights..
