Regarding inflation pressure standards for trailer wheels, if I am reading the manual correctly, the appropriate standard is SAE J1204.
It is of course up to each individual owner to determine if the wheels he has are built to the correct standard. You might have to contact the company the builds the wheel to answer that.
If you look at table 3 on page 6 of this document it shows the inflation pressure for the test:

65 psi is a load range D tire max pressure, so for those who are currently using a load range C ( 50 psi ) and are wanting to increase to a LR D, these standards are good news.
Perhaps Barry ( capri racer ) would like to weigh in on this if he has anything to add to my references to these SAE standards.
Regarding the advisability of changing OE tires of one load range to a tire of the next load range up, I have found numerous tire companies that state on their consumer websites that this practice is acceptable.
