It sounds as though part of your problem is not-so-good technique on your bike. Basically stay off the rear brake mostly. The front does the majority of the braking so use them to their full advantage. About the only time I use the bake brake is at parking lot speeds or maneuvering at slow speeds. I don't think I could lock up the rear brake short of standing on it, just the way I like it.
Sounds like the brakes on my bike are already too good. I wouldn't be at all surprised to find I could disable the anti lock braking on my truck and find those brakes are too good as well.:)
