How would they be imitating VW? Ford can't be the only ones in this boat when it comes to their trucks. Just because pickup manufacturers are having trouble meeting the proposed standards, that isn't the same as cheating to make it look like they are.
Trucks are too much of the market. If the standards are so tight they can't be attained with current technology, the standards will have to be changed so they will. What is important is that manufacturers do their best to improve.
