I have been considering an idea similar to these pads. On a job in the midwest, I found standard 115VAC "strip / rope" heaters in many of the hardware stores. They come in 15, 25, 50' lengths and have a built in thermostat so they turn ON when it dips below 32, and enough hysterisis so they turn off when it rises above 40. I thought of wrapping spiral one of these around my exterior tank.
