Sounds right. My old trailer (2009 model year, bought in '08) didn't have one, but did have the actual leaving-the-factory weight hand-written on a sticker in one of the cabinet doors. The yellow stickers are nicer though - on the outside, and you know what's included (e.g. full propane) because it's in the regulations.
That said, I agree that the only way to really know what your trailer weighed after loading is to take it to a scale.
No they've been out for a long time. I had one on my 2005 Rockwood Pop Up, had one on my 2007 Starcraft pop up, and had one on my 2008 Jayco Jay Flight travel trailer. Obviously have one on my 2012 Jay Flight. They've been around since the early 2000's.
