You don't need a UVW sticker then. The tire loading sticker has the payload of the trailer on it. Subtract that payload from the GVWR and you have your UVW.
I've seen plenty of new and used trailers dating back to 2004 and have never seen a camper that didn't have the tire tread act sticker (tire loading with payload) and the sticker with the actual weight of the camper.
Not disputing that yours did not come with it, but I feel it may had not come with it in error or a mistake at the factory. Either way you had a documented factory UVW rating as I said with substracting the payload from the GVWR.
Below is the tire loading DOT sticker that is on the outside front passenger side of my 2007 trailer with a sticker date of 6/2006 and it clearly DOES NOT show any payload so now you can't say you've never seen one w/o the payload on it.

Of interest is the sheet inside the cabinet door doesn't have the actual wt. of the trailer as it left the factory, but in the comments at the end say "The UVW and the CCC have been determined by weighing an exemplar trailer with some but not all optional equipkment available for each model year, make and model of trailer. The result of the weighing of the exemplar trailer is then used in calculating the UVW and CCC of other trailers of the same model year, make and model. Your actual UVW and CCC may vary based on options ordered. Please contact the manufacturer for the actual weight of each option."
This sheet evidently followed some guidance from the RVIA at the time since in the very bottom right corner are the initials "r_rvia_weight_label_tow"
