My thought is to put the fan as far away from the bedroom as possible. One can open windows in the bedroom (assuming there are any) to get air flow to the occupants. Opening the ceiling vent in the bedroom will not get air to the occupants.
Also, fans should always exhaust. Windows can be open to control the air flow. If the fans blow in they only affect the area just below the fan.
Ceiling vent in the bedroom works well for cool night air. Yes, the daytime theory of using ceiling vent fans IS to open windows and not pull hot roof air DURING the day. Also quieter with the windows closed.
