You can already save a lot of money by registering your car in a lower tax state. Though the thing that keeps people from doing that is that it's illegal, and has a significant fine if you're caught -- and if caught you need to register the car and pay the applicable taxes.
But in this case, you wouldn't have the option to register the car, and you probably couldn't get a transit permit, so you'd have to hire someone to tow it out of state where it can be sold.
