Yes there is a circuit breaker for the WH electric element........you could use it but most CBs in RV AC Panels are low end (cheap) and are NOT designed to be used as an ON/OFF switch.
There are CBs designed for ON/OFF duty (used as a switch) and they will be marked 'SWD"
As to the anode rod in picture..........time to replace. Run them until 75% has deteriorated as your picture shows.
