Been driving diesel cars since 2001, and have never had to drain water. It's a fact that water in your fuel is bad and comes about due to a tank full of bad fuel. Doesn't matter whether it's gasoline or diesel, water doesn't work well in either.
Such a drain on a diesel filter, and such a warning light/sensor on a diesel vehicle is due to the fact diesel fuel sometimes isn't treated as carefully as gasoline.
If you get a load of bad fuel, ie, full of water, it'll shut down either gasoline or Diesel engines. Given the very high pressure fuel system used with diesel, water in your fuel can also damage the high pressure fuel pump, which is, of course, the OTHER reason for drain/sensor.
If you get a load of bad fuel, the vendor thereof is usually on the hook for dealing with it. Don't worry, they have insurance for that. But the fact remains it is a hassle for them as well as you, and since there's no getting away with selling you watered fuel, they don't do it on purpose. However, be sure to keep your fuel receipts for proof you bought that bad stuff from THEM. (This applies whether you are buying gas or diesel, btw.)
