some of the regulators are not very good at reducing pressure until there is flow and then are marginal. there are others, that are true pressure regulators that are designed for constant use in houses and they do what is intended. The first kind are inexpensive, the second, not so. run $50 + a good example of the second are the watts regulators that are fully adjustable with a pressure gauge for readout.
