There are some type of moving parts that spray the water all over. Two reasons to open the valve, first if the tank fills the spray will not reach the bottom but the most important is the bathroom/trailer will flood if you get distracted and forget about it. It is easy to be distracted as you are closing up, someone asks for help or stops to talk and the next thing you know is water is flowing from the trailer.
