Don't use the air bags. Use whatever the air bag manufacturer recommends for minimum air pressure (typically 5psi). Adjust the WDH and drive. This is another example of why I say rear suspension aids complicate WDH adjustment.
Using a scale for front axle/rear axle, and trailer axle weights to adjust the WDH would be easier. The order of the WDH vs. air bag adjustment should not matter. However, if going by front body height as an estimate for relative weight on the front axle I suspect air bags second is preferred.
I find this interesting as Ford does not say measure the rear unhooked height, just the front...other than to say the trailer shold be leve l or slightly nose down...
