Or, if you have access to a scales, adjust the WDH so that you restore 50% of the load which is removed from the front axle when the TT is attached with no WD applied.
You can find the adjustment instructions on Page 9-91 of the Owner's Manual.
To increase the amount of load transfer to the front end, you can increase the amount of rearward tilt of the hitch head and/or decrease the number of chain links under tension.
For most WDHs, you should have at least 5 links under tension.
Don't worry about making the TV "level".
When you get the front end at the proper height, the rear end will take care of itself.
