when hooking up the weight distribution how tight should i put on the torsion bar, currently i am hooking in to the fourth chain link

If I recall mine was 5/8" down in back and "3/8" down in front for optimal perceived ride (which is within measurement error of the Chevy suggestion posted by Ron). This also reduces wear on the (more fragile) front suspension.
Read the proper setup instructions: while the basics are mentioned above there is more than meets the eye at first to getting the distribution right and best go through it fully.
