Weight distribution chains stretched too tight?

I've got a question regarding my weight distribution hitch setup... when I tow the trailer and install the weight distribution bars, leaving two links at the top seems to not have the chains very tigh...

Interesting. On my Eaz-lift I have mine on the last link and everything is nice and level.
