my brother is looking at buying smaller single axle TT. Only 18 ft total length, and 3200 gross weight. He knows he will have to add a brake controller to his F150, but will he need to use WD type hit...

I towed a 19 footer with a F-150 and was advised to have it, and used it for eight years.
Knowing what I know now, if it was me, I would hook up the trailer to the truck with the truck and the trailer loaded with what ever I was going to be carrying. Then I would stand back and look at the position of the truck to the trailer. If they were perfectly parallel (in the same plane) I would not bother getting one.
If the trailer tongue was down or up, I would get one.
