I alos towed a smaller TT, 23' without a WDH but that was with my old 93 Dodge D250/Cummins - which had about the same weight carry capacity as a modern F150. It towed perfectly well until some idiot tire shop flunky sold me replacement tires that were LR D. Then it started floating all over the road.
I installed a WDH and fixed the issue.
If I were him, I would try it without first. If the trailer starts pushing the truck around in the lane, then it's time for it.
