It pretty much depends on your tongue weight. A typical trailer will have 10-15% of its weight on the tongue. If the tongue weight is close to the hitch's carrying capacity, then you should install a WDH. With your stated 3500lbs GVW, I would guess you will be right on the edge as to whether you will need a WDH. If it doubt, use one, they have the added benifit of stabilizing the trailer/truck combo for better towing.
