16,500 up to 23,000.....to me is in dually territory, right wrong or indifferent, that's just "my" thoughts on the subject, considering GVWR and GCWR...I'm one if those fools who try's to stay under trucks GVWR and GCWR, though most don't. You're at 14,300# GVW , so you're over a ton under that, but it's just my opinion, and not worth very much at that.
