Bumper to hitch tip, actual length. Ours is 35.5 feet long (actual length), but with my cargo carrier it adds another 2.5 feet, for a total of 38 feet.
Last summer reserved a site for a 35 foot. Guess what? When we got there, the tongue was sitting 2 feet in the road. Lucky, they were nice enough to move us to a pull through, which worked out very nice in the end.
Use the true length of your camper from end to end. Even if the camp site pad is long enough to accomidate a little longer length, there might be reasons for something that is truly within the site limit posting, like trees that are near impossible to navigate with a longer rig.
