While the HD trucks are more capable for a TT you also need to watch your hitch weight. The hitch is rated for a max of 1150. For a TT putting 12.5% on the tongue that limits you to 9,200.
So back to the OPs question. The 11,000 tow rating means you can tow a well balanced, dual axel flat bed loaded low and stable with about the minimum of 10% on the tongue. This assumes a model that is equipped for towing. I would feel okay pulling an 11k flatbed with dual axels but my TT comes in a little over 8k and I am close to the max hitch rating. If it was a fifth wheel I could go heavier, but could not exceed GCVR of 17,100 and I prefer not to run at max ratings.
