What is going on with the underbelly of this Jayco?

Could be an access hole. But it doesn't look like it was cut clean. It looks more like it had been ripped like something hitting it on the bottom while being pulled down the hiway. Sometimes in order to do a repair like repairing a holding tank, it has to be cut. But it should have been cut and repaired cleanly.
I am surprised that the previous owner would leave it this way.
