In Indiana, brakes are required on ANY trailer 3000 pounds or more. That's not dry weight, that's the total weight. A 1500 pound trailer by itself would not need brakes, but add 2000 pounds of cargo and it does.
I would recommend (considering) an Andersen WD hitch system. They are made for lighter weight trailers, and would give you that extra bit of assurance the weight of the trailer on the vehicle receiver gets distributed to all 4 tires equally.

By the way, the trailer should come already installed with electric brakes. If not, demand they be installed or don't buy it.
