Different states have different laws when it comes to trailer brakes. A lot if not most say anything over 1,500 lbs needs brakes. So yes, you need a brake controller.
If you get a WD hitch "I" would not load it. I would just snug up the chains and call it good. There is 0 reason to transfer weight on a truck that has weight bias to the front anyway. This is what I do with my truck just to take the porpoise out of it.
Agree with this. Just because you have a weight distributing hitch, that doesn't mean you have to make it crazy tight - you can adjust them to help make for a better ride. I adjusted my basic WD hitch a few times to improve the ride while towing until I got it to where I like it.
One thing a brake controller will do is... save the brake pads on your truck! Sure, the truck will stop that trailer and weight. But adding a brake controller will substantially reduce the amount of braking force you need to apply when towing, because the trailer is mostly using it's own brakes. Like the WD hitch, it will probably take a few tows to get the brake controller set to where you like it.
I am a little surprised the OP's truck doesn't have a built in brake controller since it has the "trailer tow package". Then again, the "option packages" available today sometimes don't make any sense.
