Yes. Reciprocity does come into play but if you look at that chart, almost all, if not all, states do require brakes when you get to a trailer that weighs 3000lbs. Aside from that and as pointed out by Tvov, not all states have reciprocity with other states so you would need to research that. Seems it usually comes down to tax dollars and how those are paid... my opinion.
Other point being... is it really responsible to be towing without brakes on something that weighs over 3000lbs? I could argue that my 1-ton would not be a problem, but can I do it with a Volkswagon Beetle? I don't believe any state gets that granular with vehicle type for the 3000lbs limit.
