When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

I have historical vehicle plates on my 1964 Thunderbird. You can get them when the vehicle is a certain age and falls under the usage rules required by the state (non DD, etc.).

Their great, no more yearly tabs or any other fee's what so ever.
