When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

The terms seem limiting but two of the rules are that it can be driven for "testing" (like after you work on it) or "For the enjoyment of others".

So while I couldn't drive it to work daily, I could drive it pretty much any other time for these purposes.
