When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

In California...”These special plates (historical) are issued, upon request, for motor vehicles manufactured after 1922 which are at least 25 years old and of historic interest.”
