When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

Nice! I've got the same car, same color, everything. Except mine's a little smaller and sits on a shelf in my office.
