When does a Pickup become a " Historical Vehicle"?

Saw this the other day. It is a F100 Traytop( image quality is not that good) but it had " historical vehicle" plates, by expanding the photo you can see them. What is your definition of an historic...

In IL the vehicle has to be 25 years old to get the plates. What's sad is my sons 1998 Mercedes Benz E430 is coming up on that. Something is wrong when cars from the mid 90's qualify for that status!!! LOL
