When does a Pickup become a " Historical Vehicle"?

My brother will not put antique plates on his 70+ year old Chevy "Carryall" (Before the "Suburban" name") because he would rather pay the tax, and drive it when he wants.
He uses it to tow his TT that turns 80 this year.
